Wrap generated Bootstrap EXEs in ZIP archive #2
Description
Currently the bootstappers provided by https://get.0install.net/bootstrap/ for Windows are unsigned EXEs. This causes Windows SmartScreen to show warnings about the file being untrusted. Packaging the file as a ZIP archive may avoid this warning is some cases.
