Give Remote Devices Robust Timeout Setting Capabilities

While we support the ability to set timeout values for remote analyzers and planners it looks like we don't have that same support for remote devices. We should update remote devices to:

1. Support the setting of a custom timeout value
2. Enforce that timeout value throughout the calls being made in the remote device.
