New rule to check report layout path format

We have developers both on Windows and macOS. When a Windows developer creates a report layout with a file path using backslash , the app cannot be compiled in VS Code by the Mac developers. Paths with forward slash are supported on both platforms.

I think I've seen some good news on the v18.0 changelog of the AL Language on this;

AL report layout and analysis view file path properties (RDLCLayout, WordLayout, ExcelLayout, LayoutFile, and DefinitionFile) now accept both / and \ directory separators on all operating systems, so the same AL source compiles identically on Windows and Linux. AL0363 ("The directory separator used in this property value is not compatible with the current operating system.") is no longer reported; the diagnostic ID is reserved for backwards-compatible suppression syntax.
