Paclink.chm file does not render properly

A few issues exist with the current help file (Paclink.chm):

1. Help->Show Contents does not display the help file. This is because the path is incorrect and/or due to the .chm file not being included in the installer in the first place. 
2. Opening the .chm file manually displays the section names as expected but no content (Windows 10 64 bit).
