Detect the format symbols in the issue description

Describe the bug

Currently there could be passed a formatting symbols into the description of the issue to break a template GitHub issue look.

Steps to Reproduce

Expected state

To detect and eliminate #, ``, ** etc. symbols from the description of the issue.
