<p class="p">Card based spending controls that enable business administrators to enforce unique expense
policies and manage business processes have been the backbone of the PEX product offering since
day one. As customers have used these controls, a number of use cases have arisen where a more
robust ability to control spending is required to meet business process needs:</p>
<ul class="ul" id="concept_h2h_k2w_dz__ul_cz5_42w_dz">
<li class="li">Enabling an entire standard merchant category or even a custom merchant category can still
result in transactions being completed at unauthorized retailers. This can make enforcing
preferred vendor use difficult at the point of sale. </li>
<li class="li">Card balance transaction authorization doesn’t include a means to prevent low dollar
unauthorized transactions. For example, your employee completes the purchase of the monitor that
you sent him to Best Buy for, realizes he still has $ available on his card and buys a new
headset for his laptop (work expense but wasn’t authorized). </li>
<li class="li">The exact total amount of funds needed to make an authorized purchase may not be known, so
the highest possible amount of funds needed is loaded to the card. This ties up corporate funds
unnecessarily and can result in the excess funds being available for unintended use.</li>
<li class="li">Managing the funding and defunding of cards can be resource intensive and result in either a
lot of API activity or Administration portal activity, both of which can be inefficient as part
of a business process.</li>
<li class="li">The parameters of an authorized purchase can change in between the time a card is configured
to make the purchase and the authorization attempt - sometimes multiple times based on customer
order changes, supplier inventory updates or other factors. These changes are often recorded in
your customer management or other systems, but it’s not always practical to update the PEX card
each time a change is made. </li>
</ul>
<p class="p">In response to our customer’s business need to lock down spending at a more granular level and
eliminate the need for card funding, PEX has introduced Decision Control. Decision Control is a
set of features that give you the ability to:</p>
<ul class="ul" id="concept_h2h_k2w_dz__ul_bpz_n2w_dz">
<li class="li">Use the PEX Account balance rather than the card balance for card spend approvals</li>
<li class="li">Receive the transaction authorization message details and decision it yourself</li>
<li class="li">Create rules based transaction authorization logic using all fields in the authorization
message.</li>
