Broadcaster fails to start, object #<Server> has no method 'configure'

I'm building a brand new tracker box to migrate things towards. Debian Jessie, if it matters, and all the packages are freshly installed following the directions at http://archiveteam.org/index.php?title=Dev/Tracker#Tracker_Setup.

At this location I get the following failure:
