No compantibility file or web folder came down with the bower install

After bower installing according to the instructions I did not receive a 'web' directory or a compatibility.js file. Any suggestions?

Also, getting an error....

Error: Invalid parameter object: need either .data, .range or .url

I am assuming this is from the PDF url?
