add OpenNetMeter to winget package manager

Last year I recognised, that there is the wonderfull winget package manager function in Windows to update programms in Windows like apt-get in Linux. The most programms, that I use, are already compatible with it. It would be wonderfull, if you could add OpenNetMeter to it.

Wouldn't be possible without an installer, they have an issue with zip programs microsoft/winget-cli#140

Seems like Winget now supports zip installations: @Ashfaaq18

Was added as Ashfaaq18.OpenNetMeter by community. Adding the new manifest on new release via workflow would be nice enhancement.
