Activity log in wp-admin follow-ups

Two things left to do with the new Activity Log in wp-admin:

1. Change the illustration as mentioned in Activity Log: default to Table layout and surface disabled toolbar + date picker on free tier #48418 (comment)
2. Revert the disabled input on free tier to use inert instead (and drop Firefox support, not too important).
