URLs that fail to fetch shouldn't shimmer

Describe the bug
Messages that contain URLs that can't be reached show "Tap to retry" as they should, but the preview card is constantly shimmering.

To Reproduce
Steps to reproduce the behavior:

1. Open a chat with a message that contains a URL that is unreachable.
2. Observe that the "Tap to retry" area is still shimmering

Expected behavior
It shouldn't shimmer when "Tap to retry" is visible. I also think the preview card should be shorter instead of taking up the full height when "Tap to retry" is shown.
