Manually selecting 'Discover Neighbours' on a freshly rebooted repeater; Discovered Neighbours will show as having 'been heard' 18,749hrs ago.

To Reproduce
Steps to reproduce the behavior:

1. Reboot a repeater
2. Management
3. Login with Admin
4. Telemetry
5. Neighbors (should show no neighbors)
6. Discover Neighbours
7. Discovered Neighbours will have an invalid timstamp
