Bug: Chain pulley and wrench interaction (1.20.1 Forge)

Describe the bug
When Chain Pulley is Ctrl + RMB clicked with Wrench it converts back to Rope Pulley without returning Chain back or giving the whole Chain Pulley block instead.

To Reproduce
Steps to reproduce the behavior:

1. Ctrl + RMB on Chain Pulley with a Wrench
2. Successfully reproduced

Expected behavior
Either Chain or Chain Pulley is returned
