Prompt new version when there is a new version of the running extension #3268

The author of quantum extension @ricardo-espinoza asked is there a way to prompt users to update extension version.
This issue is a feature request.
My preliminary thought is prompt new version when there is a new version of the running extension in frequency of once a week.
When users run
az quantum ...
If there is a new version, give a warning like
A new version *** of quantum extension is available. Current version is ***. Run *** to install latest version.
