Unofficial Azure CLI rpm packages are distributed by openSUSE

Similar to #19640.

openSUSE packagers release unofficial Azure CLI rpm packages from their own repository (https://software.opensuse.org/package/azure-cli):

• openSUSE Leap 15.2 delivers 2.16.0
• openSUSE Tumbleweed delivers 2.31.0

These packages are not maintained by Microsoft, outdated, and contain various bugs:

• Failure on SLES 15 SP3 VM: No module named azure.cli.__main__ #20839
• Clean install of CLI on OpenSUSE 15 gives error: NotImplementedError: APIVersion 2019-06-01 is not available #13209

Since openSUSE packagers decides to distribute their own Azure CLI packages (#20839 (comment)), currently Microsoft doesn't support Azure CLI on openSUSE or its related systems.
