Adding support for Tenant Level Action Groups in CLI

ActionGroup RP recently added APIs to support creating and managing tenant-level action groups, as well as test notifications for tenant-level action groups, and we would like to add support for those in CLI.

Basically CLI already had the same supports for subscription-level action groups, and we would like to add similar support for our new added tenant-level action groups, and test notifications. Please let thompham know if we can provide any additional information.
