`az resource show` can intermittently fail if the service is currently rolling out a manifest update that adds a new API version

Describe the bug

When an Azure service is rolling out a new API version, different regions of ARM may see/report a different set of available API versions.

az resource show attempts to pick the latest API version available but fails to ensure that the ARM region that serves the "list API versions" request is the same region used to serve the subsequent GET with the chosen API version.

This can result in the following sequence of events (it's intermittent though depending on request routing):

Note how the first call came from AUSTRALIACENTRAL, while the second call (the GET) used the API Version served from AUSTRALIACENTRAL but landed on AUSTRALIACENTRAL2

As of this moment, AUSTRALIACENTRAL has the 2024-01-01 API version, but AUSTRALIACENTRAL2 does not.

Is there a way to force the two calls to use the same region? Or, the extract the region from the first call and force the second call to use that region?
