[Documentation] Explain how to install azure-cli 2.36.0

The documentation for the AI bot service says that if we're using Python than we need to install (a super old) version 2.36.0 of Azure CLI. It would be really nice if you could explain how to install this version.

2.36.0 is not the latest Azure CLI(2.57.0).

If you haven't already attempted to do so, please upgrade to the latest Azure CLI version by following https://learn.microsoft.com/en-us/cli/azure/update-azure-cli.
