az login forced os account msft login

Describe the bug

trying to run az login forced smartscreen to log my os user account into a msft account which was not wanted. it should have opened a browser to login via the portal not through os. no option shows for this behavior.

confirming this was also not noted in any changelogs and was a dark pattern change

@yonzhan how is this not a bug as its changed behavior that isnt documented anywhere and violates the privacy of a local only account?
