`az webapp list` doesn't return the whole list of web apps

Describe the bug

az webapp list returns a bunch of resources. However some of them are not returned.

For those I have to specify the resource group they belong to (ie. az webapp list --resource-group "my-resource-group"

FWIW, it looks like the webapps that aren't returned by az webapp list are the ones where the appservice and the service plan they run on top of are in two different resource groups.

Hi folks. I had a look at the code for this command.

Lines 1120 to 1123 in 05a5d8f

	def list_webapp(cmd, resource_group_name=None, show_details=False):
	full_list = _list_app(cmd.cli_ctx, resource_group_name, show_details=show_details)
	# ignore apps with kind==null & not functions apps
	return list(filter(lambda x: x.kind is not None and "function" not in x.kind.lower(), full_list))

You can see that we're filtering out function apps and where kind is null, nothing beyond that. If your app doesn't meet those conditions, it should be showing up in the response. Can you please check that and confirm if that is causing your discrepancy?

There's is no filtering being done based on resource group of the app vs. plan.

Hello @seligj95 , I cannot confirm.
All my apps have kind "app". If I run the az cli command, I only get 59 apps listed.
If I run the az commands for powershell, I get all my apps listed.
This is currently my workaround for this problem.

az for Cli
az webapp list --resource-group rg1 --query "[].{name:name, kind:kind}" --output table
AZ for Powershell:
