az resource | exampl links need to be escaped in reference content

Describe the bug

Please escape this example link with backticks so it does not cause a GitHub doc's build error.

Example URLs are frequently needed in our reference content -- they just need to be escaped to "escape" a doc's build error.

Link that need update:

latest/docs-ref-autogen/resource.yml	Link 'https://management.azure.com/subscriptions/{SubscriptionId}/resourceGroups/{ResourceGroup}/providers/Microsoft.Compute/virtualMachines/{VM}/powerOff?api-version={APIVersion}' points to a page that doesn't exist. Check the path or URL and update the link.
