Possible solution (Extracted from existing issue, might be incorrect; please verify carefully)

Solution 1:

Please delete the rdbms-connect folder in the ~/.azure/cliextensions/ location and install the most recent version of this extension using the command:

az extension add --name rdbms-connect

After this, try to run the Azure CLI command again and check if the issue persists.

Try running the following commands to install the necessary packages:

pip install psycopg
pip install psycopg-c

Solution 1 works for me. After I ran the
az mysql flexible-server connect --help

It returns:
No module named 'distutils'
This command is from the following extension: rdbms-connect

Command
az mysql flexible-server connect : Connect to a flexible server.

Arguments
--name -n [Required] : Name of the server. The name can contain only lowercase letters,
numbers, and the hyphen (-) character. Minimum 3 characters and
maximum 63 characters.
--database-name -d : The name of a database.
--interactive : Pass this parameter to connect to database in interactive mode.
--querytext -q [Deprecated] : A query to run against the flexible server.
Argument 'querytext' has been deprecated and will be removed in a future release. Use
'execute' instead.

Authentication Arguments
--admin-user -u [Required] : The login username of the administrator.
--admin-password -p : The login password of the administrator.

Global Arguments
--debug : Increase logging verbosity to show all debug logs.
--help -h : Show this help message and exit.
--only-show-errors : Only show errors, suppressing warnings.
--output -o : Output format. Allowed values: json, jsonc, none, table, tsv,
yaml, yamlc. Default: json.

From MySQL team, we only support latest version. I don't think this issue is only for MySQL.
