[Bug]: Requests fail when the Runtime section of the config defines caching, but the entity in the REST request does not.

What happened?

DAB was started using a config that defined an L2 cache in the Runtime section of the config. An entity without a caching section, or with cache set to false had a REST request sent for that entity to dab, and dab returned bad request instead of correctly executing the request without cache.
