[Epic] AKS on Azure Local Full Build-Out

Deliver production-ready Infrastructure as Code, operational tooling, and documentation for running Azure Kubernetes Service (AKS) on Azure Local via Azure Arc.

Scope Boundaries

• AKS cluster lifecycle management on Azure Local
• Arc-enabled Kubernetes extensions and add-ons
• Workload identity, RBAC, and namespace configuration
• Observability and monitoring integration
• Out of scope: cloud-only AKS, AKS in Azure public regions

Hard Close Gate

This epic closes when ALL of the following are true:

1. IaC templates tested and merged to main
2. CI/CD pipelines passing
3. All sub-tasks closed
4. Documentation published to docs site
