Deliver production-ready IaC and operational tooling for running Azure App Services on Kubernetes (Arc-enabled) on Azure Local.

Scope Boundaries

• App Service on Kubernetes (AKS-HCI via Arc) deployment
• Web app, API app, and function app hosting configuration
• Managed identity and Key Vault integration
• Scaling, health probes, and traffic management
• Out of scope: cloud-only Azure App Service, Azure Functions Premium
