Deliver production-ready Arc-managed VM lifecycle automation and container co-location tooling for Azure Local.

Scope Boundaries

• Arc-managed VM provisioning, scaling, and decommissioning
• AKS container workload co-location policies
• VM image gallery integration and template management
• VM network and storage configuration automation
• Out of scope: physical host provisioning (see azurelocal-hydration)
