Implement a responsive menu.

On D7 and D8 sites I have always used this, which worked great: https://www.drupal.org/project/responsive_menu

@rick02840 We might just start with what comes out of the box with Backdrop -- the Smart Menus integration that allows the hamburger on small screens. At least for the alpha-data-collection-version of things. (Unless you have a specific idea and want to work up something new, I think we have a level of flexibility here.)
