Melee gets no sensor info / no target lock penalties (but presumably shouldn't?)

Reported in a RT ticket - melee may not be interacting with attack penalties as expected. Research.

Do you mean the "no sensor" and "no vision" penalties are not being applied to the preview of a melee attack?

I haven't seen a "no target lock" penalty at all yet.
