Emote Specific Auto-Send

Emotes are locked behind Enscriber's throttler guard which requires user input per Channel 1 (say/emote)

**Describe the solution you'd like**
Remove emote logic from throttler guard and implement C_Timer logic to attempt to auto-send consistently, possibly requiring a backup hardware event in the event it is required?
