Missing references

In the file Lights\CBusLightingDevice.cs there are references to some things which seem to be missing;

using Tools;
using Interface.Common;
using AllegroTech.AVControl.Command.Device;

Also the files build action was set to "None"
Trying to compile the file results in the following errors:
