Fix error with SplineStruct values not being set correctly

SplineStruct.Windu_Spline.r_vals contains incorrect values which cause
r_min and r_max (Code/Atmo/G2S_GlobalSpline1D.cpp) to be incorrect.
This messes up our c() functions and others.

We forgot to remove the global versions of these variables and thus we referencing both local copies and the original global variable.
