Need to automate PyPI publishing from Monorepo #15
Description
We need to configure GHA to publish packages to PyPI from busgwarm-dev.
The first step is to copy bugswarm/client repo to busgwarm/busgwarm-dev:bugswarm/ directory.
Then configure GHA as we did for bugswarm-common.
