Make Data.dcf config file a top-level file

Right now, the CIDAtools configuration elements are stored in `.ProjData/Data.dcf` which is in the hidden `.ProjData` directory.

I don't think the values stored in this file are sensitive (they appear in reports, etc anyways) so we should move this file to be a top-level file which will make it easier for users to edit without using the R functions.
