[RELEASE ISSUE]: Managing release of cif_core_multiblock

This release will be the one described in the next edition of Volume G.

• Release manager appointed
• _dictionary_audit.revision comments summarised
• Release branch created
• Next version placeholder created in dictionary_audit section in main branch
• Plain text summary of changes created (ideally automatic Github changeset comments)
• cif_core mailing list advised
• All comments/issues arising during review period addressed (add to list below)
• Technical editing for Volume G completed
• IUCr updated with final file
• Final DOI and URL edited into file (IUCr Chester office to advise of DOI: final files should be byte-for-byte identical)
• Github release tagged
• All changes to release candidate ported to main branch

Outstanding pull requests/ issues that should be resolved before releasing should be linked as sub issues. Please check any issues you have raised and see if they could be resolved easily or have already been resolved. I will appoint myself release manager again.

I've drafted some release notes here. I'll update them later on with hyperlinks to the definitions, but meanwhile, feel free to make sure I haven't said anything wrong or missed anything important out.

Looks good to me. The only note I have is that AUDIT_DATASET was recently moved from multiblock to the core dictionary. However, there is probably no harm in also mentioning it here.
