Licensing of the imgCIF dictionary

Currently, the DDLm imgCIF dictionary does not explicitly specify the licensing restrictions that are applied to it.

The complexity here is that portions of the imgCIF dictionary are incorporated into the public PDBx/mmCIF dictionary, which is CC0. However, one of the authors of imgCIF (@yayahjb) has advocated for a CC-BY-SA licence in the past. And the DDLm version could have a different licence from the DDL2 version, if based on a CC0 document.
