Labels for instruction boundary #10

In data-raw/ins_bound/*, I observed three kinds of labels, S, B and -, according to my understanding, S may represent the start of the instruction, and B represents the position that is not the start of the instruction , so I want to know why the byte “cc” is specially marked as "-" ? I am looking forward to your reply.
