Rename government response indicators for platform readability #28
Description
The current names are unreadable on the platform:
We need to standardise the indicator names across all repositories so they are more readable on the platform - this needs to be updated in the "data_dictionary.csv" files
As an exampe, this is how it currently looks when selecting Himachal Pradesh in dev: https://drr-dev.open-contracting.in/en/himachal-pradesh/analytics?indicator=government-response&view=map&time-period=2025_06
Replicate / standardise the renaming of the indicators across all the states to reflect this fix
