Translation Cog - Add the ability to choose the translation from

**Describe the feature**
It could be useful to allow user to select the language they want to translate it from. Ideally, it would be optional and by default it would guess the language.

/translate from: french to: english sentence: ...
/translate to: english sentence: Bonjour le monde
```
