Consolidate open server branches

For this task, kinda need to open and close all the PRs we have open.

For the remaining branches, first we need to see if the task is already basically complete, and just needs a PR. If not, we need to see if it's an issue currently relevant in the spring for our goals this semester. If it is, then we should reassign it (or see if the original person is up to working on it). If not, leave the branch to wither away for now.
