Generate modal relations and merged files as derived products

Presently, the modal relations ontology and merged ontology are being manually curated and checked at release time to ensure they're mirroring changes in the modules. Instead, I recommend we construct them automatically through the github action pipeline.

When you have a moment, could you reach out to @mark-jensen or @APCox for insight into the current procedure for generating the modal relations ontology, and investigate how to automate that process?

@johnbeve, This is already in progress. The CCOM merged file automation is implemented in PR #790. For the modal relations ontology, I am waiting on the ROBOT command chain from @mark-jensen before I can automate that step.
