Update copy across Docs to reflect new understanding of GC's architecture

We are not ready to work on this, as we have yet to consolidate how GC will change at the Platform architecture level. But this need will definitely arise after we do, and we should do it before we move into Replication.

Public blockchain is probably not actually high sovereignty. You can't lose data, but also it is public.
