Subject: [PATCH] feat: Add devcontainers config and Dependabot

- Introduce .devcontainer/devcontainer.json for consistent dev environments
- Add .github/dependabot.yml for automated dependency updates

This commit enhances our development workflow by:
1. Ensuring consistent development environments with base node + poetry
2. Automating dependency updates for devcontainers
