[Bug] Fix Delayed Notification Status Synchronization

Description

Some notifications display outdated statuses after delivery events are processed.

Tasks
Reproduce issue.
Audit synchronization flow.
Fix stale cache handling.
Add regression tests.

Acceptance Criteria
Status updates appear immediately.
No stale records remain visible.
Regression tests pass.
