[Backend] Implement Notification Health Monitor

Description

Develop a monitoring service that continuously checks the health of notification processing components.

Tasks
Monitor queue status.
Monitor worker availability.
Detect stalled jobs.
Generate health reports.
Acceptance Criteria

Service detects unhealthy components.
Health reports are generated automatically.
Monitoring introduces minimal overhead.
