Resize Images via a Command Line Tool

If we find that we end up performing a number of these operations, then we should consider:

• making sure this docker image includes gimp, ImageMagick or some other unix based image editor
• and then simply make a system call here to have that tool do the resizing.

We currently use jimp to resize images here: https://github.com/digi-serve/ab_service_file_processor/blob/master/handlers/file-base64.js

The Docker image already includes ImageMagick, a command line tool, that can resize images. See : https://github.com/digi-serve/ab_service_file_processor/blob/a8743861adfe676fe5b694e8ddf650e54a560780/utils/imageUtils.js#L10

Replace Jimp with ImageMagick which will preform better.
