Create script to generate data quality checks

This function will generate an error report summary by Labs and key variables. This will be split between missing and inconsistent values.

• Identify key variables to track in both ES and AFP data.
• Create the pseudo code for the function.
• Create the function
• Document the function
• Write test for the function and integrate into the poliprep package
