i18n — Spanish localization for LATAM market

Context

The target market includes LATAM enterprises where Spanish is the primary working language. The frontend currently ships English-only, which is a friction point for adoption in Spanish-speaking organizations.

Acceptance criteria

• i18n framework set up in the Svelte frontend (e.g., svelte-i18n or runes-friendly equivalent)
• Strings extracted from all components into locales/en.json and locales/es.json
• Language switcher in the user menu
• Persisted in user preference (localStorage + future user profile)
• Date/number formatting follows the active locale
• All EAM view labels translated (Spanish baseline)
