Add filter system to select which streamers to track from the master list

A new repository is being created to track streamers, both on YouTube and Twitch. This repository will replace both YouTubeStreamers.json and TwitchStreamers.json. A system must be put in place in DiscordBot to filter through the master list and only grab info for the streamers relevant to this project.
