OPS-03: Comment v0.2.0 progress on open M3/M4 umbrella issues

Problem

Several open M3/M4 umbrella issues (#25, #26, #30, #31, #32,
#33, #34) had significant progress in v0.2.0 but no comment
yet captures that progress. The issues read as if no work
has happened, which masks the actual state.

Scope

For each of these issues, add a comment summarizing what
v0.2.0 shipped against the acceptance criteria and what
remains:

• M3-04: Link ElemTable ids to partition record offsets #25 (M3-04 ElemTable->partition link) — DONE per RE-14.7
  IdOffsetIndex (M10-03: Add issue form for corpus submissions #62 in CHANGELOG). Likely closable.
• M3-05: Implement typed partition decoders for the MVP classes #26 (M3-05 typed partition decoders) — Level/Wall/Floor/
  Door/Material/Category/FamilyInstance shipped at varying
  recall. WallType/FloorType + Window separately + Room names
  still pending. Keep open.
• M4-02: Recover wall geometry #30 (M4-02 wall geometry) — Walls emit at 82% recall but
  with placeholder rectangular geometry. Real geometry pending
  (RE-15-01 + RE-15-08 + 2024 ArcWall envelope per M3-02: Reverse-engineer Revit 2024 ArcWall records #23).
• M4-03: Recover floor and slab geometry #31 (M4-03 slab geometry) — Slabs at 76% recall, placeholder
  extrusion. Real boundaries via RE-15-07.
• M4-04: Recover doors and windows with host relationships #32 (M4-04 doors+windows host) — Doors at 85% recall, no
  openings yet. Windows not started. RE-15-02/09/11 cover.
• M4-05: Recover levels and storey assignment #33 (M4-05 levels+storey) — Storeys 15/15 with real
  elevations, per-element routing DONE. Names placeholder
  (RE-15-06).
• M4-06: Recover materials and compound assemblies #34 (M4-06 materials+compounds) — Materials 10/10 emit,
  names placeholder, no compound-layer/usage wiring (RE-15-06
  • RE-15-08).

Acceptance criteria

• All 7 listed issues have a v0.2.0-progress comment.
• M3-04: Link ElemTable ids to partition record offsets #25 closed if M3-04 acceptance criteria are met by RE-14.7.
• Each comment links to the corresponding new RE-15-NN / CLASS-NN
  follow-up issue created in this batch.
