Job status changed to complete, but the job was actually failed

In a run, the job status showing:
```
16:26:16: e3sm_diags-0105-0109-DECK_v1_piControl-vs-obs: Job changed from Running to Completed
```
While checking the job log, `e3sm_diags` was actually failed.
Might be a bug.
